/PAE swtich not working on XP SP2

I have a new machine that has 4GB of RAM. The O/S is only seeing 3GB while
the BIOS sees 4GB.
I added the /PAE switch to my BOOT.INI file and rebooted only to see the O/S
was still reporting 3GB.

I have read other posts that mention an issue with the PAE setting and XP
SP2 but these posts were pretty outdated.

Are there any updates or known issues on this ?

Any assistance on this issue would be appreciated.

System Information tool is less than you expect after you install Windows XP

I don't think that works with Windows XP and even if it does it does
nothing to address the issue at hand. Users should NOT use this switch
unless they want to limit usable memory to the operating system to 1 GB
and make 3 available to the applications. I think the switch works on
server systems only.
