P2BF reatart problems

Hello
I have an interesting problem.
I just rebuilt a computer for a relative out of thigs I had around the
house.
Installed a fresh hard drive and software
Here is my problem
The computer wont go through an automatic restart (reboot)
It has to be turned manually off then on again
could it be a jummer setting or any other motherboard problem
any suggestions

What CD Writing software do you use. Some older versions are not compatible
with windows XP.
