OWA & PST files

I have a situation where a company used to have employees run Outlook on
their desktops connected to an Exchange server, but in order to minimize
virus issues, they removed Outlook from the desktops and now have them use
OWA. Before removing Outlook from the desktops, they had them save their
email to PST files on the desktop. Now, they'd like to "import" them into
OWA, however, we can't figure out how to do this. Is this even possible?
 
The folks that take care of the Exchange server can use Exmerge to import
the contents of the PST file back into the users mailbox.
