Difference between Outlook 2007 and OWA 2007

Hi,

My company is upgrading their exchange system to the 2007 version.
They are trying to decide which Outlook version to use, either full version
Outlook 2007 or OWA 2007.
I understand that OWA is a WEB client running off the exchange server. But
what functionality has OWA 2007 got, when compared with Outlook 2007 full
version?

For example, I know public folders can't be seen in OWA 2007?

Can anybody help?

I have seen public folders in my OWA web access 2007 so you may want to
check all of your assumptions.
