OWA and 2007 attachments saving as zip files

I saw another posting related to this. I could not longer find the posting.
I have 2 machines that are configured exactly the same. Both have the same
version of windows xp with service packs, same version of IE7, office 2007
installed with compatibility pack. One of the machines can open 2007
attachments with no problems. The other machine wants to see the file as a
zip file. I have recently found out we have multiple machines having this
issue, but other machines work fine.
How do I track this down with this happening only on a percentage of machines?

Is it happening in OWA or Outlook? Do you have winzip or similar installed
on those systems?

This situation happens when trying to open 2007 attachments through owa. I
have winzip installed on both machines. One machine opens the documents
correctly. The other machine wants to save the file as a zip. After the
saving the file, lets say an excel spreadsheet, I open the file from the
desktop. I cannot see the excel spreadsheet. I see like html files
etc.......
