OWA access for mostly disabled user?

How can I remove all rights, including the ability to log into a domain
computer or VPN access to a user, yet still allow them to access OWA? Is
this possible?

Outlook Web Access is a function of Exchange. Ask in
microsoft.public.exchange.clients.
