Overzealous Junk Mail Filter?!?!?!?

I have reset all junk mail filters for my domain. In fact, my domain itself
no longer even has a junk folder!
Also, all Microsoft Outlook 2003 junk mail settings are at 'none' and I have
NO rules! I've also cleared all blocked senders lists!
However, I only get 2 out of 10 emails. (less most days). The rest are
dumped into Junk. I actually log in, check my junk email, then check my
regular!
This is terrible, and I don't know how to fix it. I run an online business,
so junk mail is a part of life, but I'd rather block one sender at a time
than not get email from customers with AOL or Yahoo accounts!
I've updated the junk mail filter from microsoft (problem was long before I
did this!), and I've deleted the account and recreated it, in an attempt to
reset the settings, but all to no avail.

HELP!!!!!!

what mail server are you logging onto to view the junk filter? The ISP
generally controls that folder with their settings, not outlook.

I use CrystalTech's mail server, through my own private site.
I've spent hours with them on this, even resetting my server, deleting all
junk filters, and creating new filters with no actions. In the end, I
re-deleted all filters completely. When I check my mail on my server
directly through their webmail system, I can see all of my mail in one box.
Since there is no existing filter on the server, it doesn't even contain a
junk email folder at that level. I can visually confirm that there is
absolutely no filtering occurring on their end. I've eliminated the server
as a possible cause at this point.
Now, it's down to the Outlook level. It's definitely a problem in the
program, I just can't figure out what.
