Overlay Pictures onto a movie clip

Is there any way I can overlay a picture onto a frame in a movie clip?

For instance:
Overlaying muzzle flashes from guns onto the ends of guns on screen, but
perhaps being able to do it clip by clip so that for each I could have
different flash / muzzle effects for the guns.

I hope I have made myself clear!
Also, please reply to my email with an answer (e-mail address removed)
