Outook not sending pdf attachments

We are using a form print application called Reform. It
converts a form such as an invoice to a pdf file and
passes it to Outook to email. Outlook is receiving the
forms ok and even sending the email and passing the sent
email to the sent box. One can go to the sent box and
see the sent email with the attached pdf file document.
One can open the email and also open the attached pdf
file. The problem is that some recipients receive the
attached pdf file and others do not. Would Outlook be
doing anything to the attachments to screen .... where
some would receive the attachment and others would not?
The recipients who do not receive the attachment do get
the email, just not the attached pdf file.

How big is the pdf file? Some email systems limit the size of attachments.
It may not be a problem with a system at one end or the other - it could be
one in the middle somewhere. Try it with a really small pdf.

Also, check your outlook security options. I have had
attachments blocked due to security settings, but would
still get the email itself. Do you get any error message
in the email?

No, I am not receiving an error message. Actually, we
are able to take the email in the sent folder that has
the attachmed pdf file and forward it to me ...
successfully with the pdf file.

This one has me stumped.

If you are using Outlook Rich Text Format and sending to folks who are not
using Outlook, the attachment may disappear. Try sending using HTML or
Plain Text and see if you still get complaints.
