Outlook2007B2 Bug?- Offline issues

I can't get Outlook2007 to work in an offline mode, as I get the following
message:

Unable to open default email folders. the file C'\document and
settings\GARYC\My Documents\outlook.ost cannot be accessed. You must connect
to your Microsoft Exchange Server computer at least once before you can use
your offline folder file."

I first got the message after doing a full synch with Exchange and shutting
down Outlook with the "Work Offline" flag set. Couldn't figure out how to
get that profile to work again, so I setup a new one, did a full synch, and
shut down Outlook without the flag. I then broke connectivity to the server
and tried to open Outlook with the new profile. I got the same message.

Any ideas??? I love the new features, but use offline mode far too much to
live with having to connect to the server just to open the app! :)

Indeed it is. For each profile. The strangest part is Outlook will not
start without being able to see the server.

BTW, my ost files run about 1.6GB... Could it be a size issue?
