Is it possible to use newsgroup (NNTP Protocol) in Outlook 2003 like you can
in Outlook Express ??

Not without a commercial add-in. Outlook generally uses Outlook Express to
read news.
 
After visiting the ever-popular Google.com search page and using the
criteria of:
read nntp newsgroups in outlook 2003

The first page provided was http://www.outlook-tips.net/howto/news.htm
That page indicates four options
