Is there an option to keep Outlook closed (2003 version) to save space
on the taskbar, but also be able to receive reminders or mail
notifications? I really don't use the mail service so I'm mailnly
focusing on the reminders.

No, Outlook must be open to work, just like all other applications.

You can find some third party applications that will keep a stub of Outlook
open to provide notifications. See if any on this site will suit:

Best you can do is minimize it to the tray - it needs open to trigger
reminders.
