Whenever I attempt to send an email with an attachment, I
get a timed out error message, but the email was actually
sent. My ISP says everything is fine on his end and
suggested re-installing Outlook. This leads to my 2nd
problem. When I "add or remove software", m'soft outlook
does not populate in the window.

Its part of Office. Click on Office and go to the "Change or Remove" button.
 
Try changing your MTU setting. Do a search on Google for
software that will change the MTU setting for you. Choose
a value smaller than or equal to 1492.
