keeps opening in minimise, when I minimise or close it disappears, while
actually remaining running.
Meanwhile the Norton antispam vanishs when I reopen or maximise(which always
now has to be a reopen.)

Probably not. Right-click the Outlook icon in the System tray and uncheck
"Hide When Minimized".
