Outlook Xp "Options menu item"

I am using Outlook Xp, latest service pack, Windows 2000 Sp3. My Outlook is
missing the "Options" menu item. I do not know what happened to it, used to
be there. I have tried to un-install and re-install, but no change. Any
help?

find and rename outcmd.dat and delete extend.dat.

I do not find either file!

They are located in hidden folders. Enable showing hidden files and folders
before searching.
