outlook will not open

when i go to open outlook i get the following erroe message
the file c\documents and settings\local setting\application
data\microsoft\outlook\personal folder(1).pst could not be found
can you help me out.
 
Did it ever work, if so what did you do to cause this?
What version of Outlook?
