outlook vs outlook express

I have MS office 2003 basic... is there a way to shut off the Outlook
Express e-mail without shutting down the news reader ?

If you launch OE from Outlook it will start in News only mode.
 
Yes, launch OE (MSIMN.EXE) with either the /newsonly or /outnews command
line switches. I use the /outnews one:
"C:\Program Files\Outlook Express\msimn.exe" /outnews

........And don't fill in your email account details- then it has nothing to
work with. (Tools Account Mail)
