Outlook user id and password epolicy

I am not able to sign into outlook 2003. Each time I try to sign in a pop up
box requests for user id/epolicy and password. My log in password does not
work instead I get this message:

"Unable to open your default e-mail folders. The file C:\Documents and
Settings\Administrator\Local Settings\Application
Data\Microsoft\Outlook\Outlook.ost is not an offline folder"

What do I do?

Are you using Exchange? Also, you seem to be using the Administrator
account. Is there a reason for that?

No I am not using exchange server. The administrator account is the one I
always use to log on.

OSTs get created only when there is an Exchange server involved or you're
using Outlook Live with a Hotmail or MSN Premium account. Does the OST file
mentioned in the error actually exist? Open the Mail applet in Control
Panel and click E-mail Accounts. What type(s) of accounts are shown?

You are opening yourself up to a high risk of compromising your system by
using the Adminstrator account for normal day-to-day computing.
