Outlook unable to pull external mails

some of my users are unable to receive external mails from their outlook.
Generally,outlook connect to exchange server 2003 to pull mails. mails sent
locally ( within) are received but mails sent from outside are not received
by about 4 of my users.

I will appreciate if I could get some help

But the mails are send to the Exchange account? Then Outlook isn't involved
at all; it's the Exchange server that processes messages, not Outlook. Check
your mail queue on the Exchange server and the dropped mails. If you cannot
directly find anything, consult with the mail admins of the sending domains
to check for any issues that might disturb communication between you two.

For further assistance ask in an Exchange newsgroup unless you are pulling
in external email directly into Outlook via POP3 or IMAP.
