Outlook & External Exchange Server

I work for a company with Exchange Server, whose clients use Outlook
2003. (The server appears to be running Server 2003, but I don't know
what version of Exchange server it is). I recently bought a laptop, and
I was able to find out the basic POP/SMTP servers for my company's ISP,
and get my mail that way, however:

I was wondering if the Exchange server is still pulling email from my
company's ISP so that I am unable to access it from my laptop (as I seem
to be only receiving half of my messages). And, is it possible to access
an exchange server from outside of my company's LAN? My laptop isn't a
domain member, but they still haven't erased my user account on the
server. This is what lead me to think that it still might be pulling my
email.

If somebody could get back to me, that'd be great. (As my
less-than-stellar IT person takes a few days to respond.)

Yes, it is technically possible to access an Exchange server from outside
the company and from a non-domain computer. Which settings you need and
which methods have been made available to you completely depends on the
organization hosting the Exchange server. You'll need to wait for the mail
admin to respond or ask somebody else in the company.
