Outlook trouble, error 0x800ccc19 ,Time out with server

Outlook mail giving me trouble. Can't recieve and send mail. I recieve error
0x800ccc19 time out with server. Also get the message that I am not connected
to the server, but I am, at least in Internet Explorer.

Connecting to IE does not connect you to your mail server. Ask your ISP for
instructions on how to set up your email in Outlook. Remember that you cannot
use OL for web based mail like free Hotmail or Yahoo.
