To emulate identities in Outlook, use mail profiles (Mail applet in
Control Panel) to define a mail profile for each user and under which
each has their own e-mail accounts. Then, in Outlook, right-click on
the root node for your local message store (labelled "Outlook Today" by
default), select Properties, Advanced, and enter a password. When you
load Outlook, you'll need to select which mail profile to use. When it
loads the message store for that mail profile then you get prompted for
the password. You will need to exit Outlook so the next user can select
their own mail profile when Outlook loads.
Presumably you must still be an insecure 95-based version of Windows.
If you were using an NT-based version of Windows then each user would
have their own login account and their own separate mail profile in
their own user profile directory which enforces account permissions.
