Outlook Rules: won't allow administrator to permanently delete mai

Well the title about says it all. I'm sure you've seen this before and I
think I had it corrected .... once .... before I had to do a full factory
recover in past months. Would you be kind if you know the answer and direct
me? Thanks a gazillion! Oh, the messages says "don't have appropriate
permissions to perform this task" or something to that order. XP Outlook
