Outlook Rules Permissions Issue

When I make a rule to delete and permanently delete a message before I
even see it I get a message to the effect that I do not have
permissions to perform this operation. I am the only user and my
profile is the administrator. I have gone in the advanced tab to
allow permanent deletions but still the message. I think I had this
fixed once but I had to do a full recovery several months ago and the
fix was lost. Does anyone know how to fix this? I am using a Toshiba
Tablet with XP Student and Teacher Edition. Thank you! JackdaShack
