Outlook Rules: forward as an attachment & add text / signature

I'm using Outlook 2003 with XP. I want to set up a rule that forwards
incoming mail to other people - but I want to include text and/or a signature
on the covering email.

I already have signatures set up in my mail format options for forwarding
and replying - but they don't seem to work when I'm using rules to forward
emails.

Any ideas?

Outlook rules don't provide that functionality.
