Outlook recall feature prompts recipient for approval

With in a small exchange network, when one individual
sends an email to another then tries to recall the email.
The sender isnt notified and the recipient gets a pop up
window that asks the recipient if it's okay to recall.

I would like to disable this, or find more information
regarding it. OS: XP w/office 2000
 
Recall doesn't work worth a ____. Don't bother with it. It has so many
specific requirements in order to work, it more frequently fails than not.
Just tell people to get used to pausing before hitting 'send'.
