I'm trying to make outlook calendar easily accessible from the desktop,
or even as the back ground from the desktop. Is this possible, Can I
make it so one user can use anothers Calendar? Thanks

A shortcut whose target is the following will do that:

"%ProgramFiles%\Micorosft Office\OfficeXX\Outlook.exe" /folder
Outlook:Calendar

where "XX" reflects your Outlook version, which you decided wasn't important
enough to mention.
or even as the back ground from the desktop.

the XX is actually 11. Also all this will do is bring up outlook with
the calendar open. I need to be able to see it without opening another
instance of outlook.

However, my suggestion certainly fits the original requirements you gave:
"I'm trying to make outlook calendar easily accessible from the desktop".
How does my suggestion not fit those requirements?

I appologize for my impercise wording.
I'm trying to make the calendar viewable from outside of Outlook.
