Outlook.pst not defragmenting

I have attempted to defrag my windows XP sp2 HD (wth 25% free space) several
times and always the same 2 files cannot be defragmented, Outlook.pst 1.69 GB
56,221 fragments and a .wmv 459 MB 1,651 fragments.

Any advice would be greatly appreciated.
 
Try defragging from Safe Mode without any background programs running.

Have you tried compacting in Outlook?

Are you running Microsoft Outlook at the same time as you are running
Disk Defragmenter?

Are you running any Norton products?

No, I reboot the computer so no programs are running, temporarily disable
norton antivirus and internet security, and run defrag.
 
Likely to due the fact that the built-in defragmenter requires contiguous
free space the size of a file in order to defragment the file.

If you don't have 1.69GB of contiguous frees space, then no joy in
defragmenting that file.
