Make sure Outlook is closed and that the outlook.exe process isn't
running
anymore.

When trying to copy outlook.pst for backup I get an error:
(translated
from
norwegian)
"Can't copy outlook. The prosess have no access to file because
another
prosess has locked a part of the file" (something like that...).
