Outlook: Out of office assistant not sending

We're in a corp/workgroup environment with exchange 2000 running, I've only had this problem with one user so far, her outlook 2000 when its set to out of office assistant wont reply with the OOO message. I found what might fix it, using the cleansweep utility to clear out the rules for her mailbox, but unfortunately we dont have the BackOffice Resource Kit CD, gone from previous IT people I suppose. So if anyone has the clnswp32.dll file or a fix for this I would greatly appreciate it, also the same user is having the problem of when she does a follow up flag for an email it alerts the person she forwards it to but does not alert her, sending the calenderesque style reminder up. And also I've already run detect and repair incase anyone would suggest it.
