Outlook Only Starts in Safe Mode

Everytime I try and open Outlook 2002, I get the error box that says
"Microsoft Outlook has encountered a problem and needs to close..."

When I click to see the error data, I get this informatoin:

ModName: mso.dll

I have looked extensively for information about mso.dll errors and how to
fix them on microsoft.com. The only fix that I see is to ensure that I have
SP3 for Office XP, which I do have installed.

This is an extremely frustrating problem. I have tried uninstalling and
reinstalling Office XP as well as restoring my computer to a time before I
started having this problem. Neither fixed the problem.

Please let me know any possible fixes for this.

Are you running any Add Ins? Some don't appear to be, but are. Check the
