Outlook not sending Pop3 attachments

I have Outlook 2003 running on a SBS2003 network, the Outllook clients have
both Exchange server SMTP mail and local Pop3 accounts for another domain.
The Exchange server mail works fine for both incoming mail with or without
attachments, the Pop3 mail on the client machine works fine until an
attachment is added and then the mail just sits in the outbox and I get an
0x800ccc0f error in the status dialog. I have tried different ISP's for the
popmail but still get the same problem. Absolutely any suggestions would be
very welcome as I am completely stumped on this one.
