outlook not deleting mail off server

Outlook 2002, Win2K, POP3 server.

Mail is no longer being deleted off the server.

I have:
- verified that option is not selected to retain mail on server
- run repair
- uninstalled/re-installed
- deleted all mail and compacted mail files
- deleted all rules
- removed and recreated the email account within outlook
- verified that Outlook Express will delete from the server

Still will not delete mail off server. Any help would be appreciated.

What is prompting you to think that outlook is not
deleting mail off the mail server? What ISP?

The same mails continually get downloaded at each send/receive request.
They are not just doubled up or tripled up as sometimes happen with
communication or network issues. The messages are simply not deleted off
the server. I can then run outlook express, and it will then download the
same messages as were downloaded by outlook, and Outlook Express will then
successfully delete the items off the server.

ISP is Rogers.
 
Check to make sure there are no rouge emails sitting on
your email server. This seems to be hot topic today.
Delete any emails that are from unknown senders or blank
and try again. If you have downloaded them in outlook
express, does the problem still persist in outlook?

There are no rogue emails
All emails have been deleted
And yes the problem still persists.
