Outlook not connecting.

Every time I open my Outlook I get: A connection to the server could not be
established. http:\\services.msn.com/svcs/hotmail/httpmail.asp is now in
offline mode. I loged onto the mentioned address - was prompted for username
and password 3 times (bay115.oe.hotmail.com was one of them) only to get
nowhere.
What is this bay115.oe.... anyway and what does it (not) do?

Have you ever been able to access the account in Outlook?

I never did have a premium account. Once told a geek that I wanted to access
my email through outlook. It never did work and have had the problem ever
since. Just want to avoid the annoying pup-up every time I open Outlook. Use
Outlook Exp for my email now.
