Outlook newsreader won't load

Im running XP with Office2003 Student Teacher version. I can't get Outlook
newsreader to work. I put the NEWS button in the toolbar, but when I click
on it a folder opens up. When I go to tools-internet options there's no
newsreader listed. I then have to click the down arrow and Outlook Express
is the only reader available. I click on that and express works. I would
like to try Outlook. Any ideas?

Note that choosing Outlook Express or Microsoft Office Outlook opens the
same reader (Outlook Express) as Outlook doesn't hold a newsreader.
