Outlook new dist list. "Select members" only shows contacts with .

I am setting up a new distribution list in Outlook. I have selected
"contacts" as the source and when I click "select members" only contacts with
email addresses are displayed for selection. How can I display all contacts
including those without email addresses?
 
Think about it. DL's only contain electronic addresses.
Why do you need to select members to which you cannot send messages?
