Outlook logon problem

I have re-submitted the following as the problem with logon still remains -
When opening Outlook express I now get the logon dialogue box appear and
despite entering the CORRECT user name / password am unable to open the
program in the normal manner.
I have been in contact with my ISP provider who has eliminated any problems
their end with my account.
The only way I can overcome the problem (temporarily) is to open the
'internet accounts' box in Outlook express and delete then recreate a new
account.
This then works fine until such time as I shut the PC down and reboot when
the problem reappears and I have to repeat the process.
I have the 'remember password' option checked and have already attempted a
system restore to a previous date without success.
I have also attempet to remove and re-install the program by deselecting in
the Windows components box.
Any help or advice on eliminating the problem would therefore be much
appreciated.
Following earlier suggestions I would like to add the following -
I have got CAP locks off when entering the username /password and that the
details of password etc have already been confirmed as correct with my ISP.
One point I do find peculiar however is that when I delete the account and
re-create using the same details, when it comes to the box with display name
and address etc this has automatically got details of my hotmail account.
I'm not sure if this would be normal or indeed has any bearing on the problem.

Search for msoe50.inf (The default location is C:\Windows\Inf folder -hidden-) Right click the Msoe50.inf file, and click Install.
Insert XP CD when prompted, Browse to the I386 folder, click Open, then OK.

I have searched my c: drive for the msoe50.inf file as per instruction
without sucess. A search however shows two files called msoe50 which may or
may not be the files in question but these are not located in the Windows INF
folder.
Something which appears strange however is that I cannot locate the Windows
INF folder either.
I open Windows explorer, C: Drive, and select the Windows tab. No folder
called INF is actually listed and could therefore I guess be the possible
cause of the problem ?

To display hidden files and folders

1.. Open Folder Options in Control Panel.
a.. Click Start, and then click Control Panel.
b.. Double-click Folder Options.
2.. On the View tab, under Hidden files and folders, click Show hidden files and folders.
Notes

a.. Hidden files and folders will appear dimmed to indicate they are not typical items. Usually, hidden files are program or
system files that should not be deleted or changed. To display other hidden files, clear the Hide protected operating system files
(Recommended) check box.
b.. If you know the name of a hidden file or folder, you can search for it. For more information, click Related Topics.
c.. If you want to see all file name extensions, clear the Hide file extensions for known file types check box.

Thanks to your post regarding the problems I am having regarding logging
onto Outlook express. However following the advice regarding the Msoe50.inf
file I have noted the following.
When I access the Windows INF folder I do not have a file exactly as
mentioned. I do however have two similar files - one being msoe50 and the
other msoe50.PNF although none with the inf extention exactly as mentioned.
If I click and attempt to install the msoe50 file I get the dialogue box
saying - the file 'setup50exe' on windows XP home edition service pack 2 is
needed.
Nothing appears to happen if I select any drives or indeed if I insert the
XP disk into the d: drive.
I do not have a specific service pack 2 disk and believe this was downloaded
at some point as an update.
I would appreciate any further advice you may have on this matter as the
problem as yet still persists and i'm not sure at this stage if I possibly
missing a file which is needed.
