Outlook keeps timing out!

I'm using Outlook 2003. Recently I haven't been able to receive new email.
Outlook will time out and when I re-initiate it starts downloading the same
emails. I've spoken to my ISP and they say that it is an Outlook problem. I
receive alot of spam (1500 a day) and recently found out why. I've contacted
my Host to resolve the problem but can't get any feedback because I can't
receive new email. My ISP can delete the large que of emails but the next
day I'm inundated with them again. Is there any way for me to stop Outlook
from timing out and copying the messages onto my ISP server. They say this
is the reason why I'm getting duplicate email.

Outlook can leave a copy of the mail on the server but you have to
specifically set that up, I have never heard of Outlook copying email back
to the server it will either download it or leave a copy there. The way I
would test this is to close Outlook and set up the account in Outlook
Express and do one poll (you can always export the messages into Outlook).
