Tray icons are not minimized. You say you see a tray icon and that
Outlook remains minimized. That means there would be both a tray icon
and a button in the Windows taskbar for Outlook. Is that what you
really see? Or do you ONLY see the tray icon?
If using the tray icon does not show the Outlook windows, maybe you
dragged it off the screen (or changed resolutions and its last
position puts it off the screen's current boundaries). Windows
applications have a titlebar in their window which include the Control
menu. It the leftmost icon in the titlebar. If you click on it, you
see entries like Restore, Move, Size, Minimize, Maximize, and Close.
You can access the Control menu by using the Alt+spacebar key
combination. That requires the window be the active window for that
key combo to open its Control window. So use the tray icon to restore
Outlook's window (even if off-screen) so it is also the active window.
Then hit Alt+spacebar, then hit the M key to select Move from the
Control menu. Now use the arrow keys to move the window around until
you move it back on-screen.
