Outlook has blocked my archive file, how do I get around this?

I am trying to transfer my Outlook information to my new computer. I have
made an archive file of my old information and want to restore it. However,
whenever I attempt to restore the file, I am told that the file has been
blocked by Outlook as potentially hazardous. I have tried cut and paste and
import and continue to get same message. Any ideas?

Your archive file should have a pst extension. Open Outlook, go to File, Open
and browse to it to open. You can move anything from the archive to the main
pst file. Make sure you are in Folder View so you can see both Personal Files.
