Outlook freezes

Sometimes when I send an email (to any user), the program freezes. The email
still sends, however I end up having to restart my computer (restarting
Outlook doesnt work). This happens at random. I am using Outlook 2003,
Windows XP. Please advise.

Sometimes & random = difficult to diagnose

You can usually end a frozen outlook via Task Manager>Running
Processess...end, Outlook.exe
Check Event Viewer (Control Panel>Adminastrative Tools) see if there is
anything relevent there relating to Outlook.
Assuming you've tried Detect/Repair, maybe try starting Outlook useing the
safe switch;
Run
Outlook.exe /safe
