is it possible to run outlook express through outlook
itself in order to take advantage of better spam and
filter controls on incoming email

and is there a way to filter emails to delete any message
with foreign characters as a part of email sender or
subject line (like chineese simplified) etc.

No, but Outlook can handle mail exactly like Outlook Express.

No thtat I know of. You'll need an add-on tool for that.
