Is there a way to turn off Outlook's junk email filtering? My third party
spam filter has more/better options, but the Outlook filter grabs most of the
spam messages before my third party filter gets it, thereby negating the
advantages of my third-party filter.

You have to state your version of Outlook before anyone can answer. The
general answer is, "yes," in any version of Outlook you can disable it. The
exact method is what is version-specific.
