outlook express

Outlook keeps trying to send the same email over and
over. How do you delete an email from sending? While
this is going on I cannot receive or send messages.

Delete it from the "Outbox"

Close OE.
Search for outbox.dbx. Include hidden files in the search.
Delete outbox.dbx.
Restart OE.
