outlook express wont send

When I try to send from OE, I get an error message, and the email wont send.
Here is the error message I get: The connection to the server has failed.
Account: 'pop.central.cox.net', Server: 'smtp.central.cox.net', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I had the support desk at my IP do a screen share and they can't seem to
find the problem. Any suggestion?

Try this: make note of your settings (pop server, smtp server, user name,
password....), delete the account and then make a new account.

I know it sound stupid but many times it works. It's a MS thing.
