Outlook Express Won't communicate with server

-I have RR and use Outlook Express. I use pop-server.hawaii.rr.com as my
incoming POP3. I use smtp-server.hawaii.rr.com as my outgoing.
-My Outlook Express is not receiving any incoming email. Whenever I click
send/receive it times out saying it cannot communicate with the server.
However, I am able to send email just fine. Plus I can log onto the RR
Webmail access and view my email.
-Called RR and they said my Outlook Express is messed up. Cannot see how
that is? I have deleted and rebuilt my accounts numerous times. Oh, and on
a blue moon I receive an incoming. I have also run the "SFC /SCANNOW" and it
didn't repair.
-Is there hope at the end of the tunnel. Can someone with some luck show me
the light? Or point me towards it.

David, these Newsgroups address issues with MS Office
Outlook. Outlook Express is a component of Internet
Explorer. All of the Outlook Express gurus hang out here:

Go to Tools, accounts, click on the default email properties and on the first
tab enable the entry inculde this account when receiving/syncronizing mail
