Outlook Express Problems

I recently started getting errors from OE whenever I would
try to do anything other than viewing email, that says
something to the effect that there was an error with the
address book, and that OE needed to be reinstalled. I got
on the Product Service and Support area and read the
Knowledge Base Article #318378, which was very explicit
and helpful, however, I'm still getting the same error
message.

For a point of reference, I've reinstalled OE twice,
Windows XP 4 times (2 from withing Windows and 2 booting
from the CD) and to this point, nothing has solved the
problem.
