Outlook express not initiallizing MSOE.DLL

Hi, all.
I'm getting an error message when loading outlook express
6 in XP Pro.
1st Error message is: 'outlook could not be started. The
application was unable to open the outlook message store.
PC maybe out of memory or disk is full'.
I have plenty of memory and disk is NOT full.
2nd error message: 'Outlook could not be started because
MSOE.DLL could not be initialized'.
NOTE: I might have deleted something in the registry.
I have already performed a windows file protecton using:
sfc /scannow. That did not work.
How do I go about fixing this? Reinstall outlook perhaps,
and if so can I get a step by step solution if possible?

Outlook and Outlook Express are two very different applications, so be
careful with your shorthand, please, or you risk getting inaccurate (or even
dangerous) advice.

You have to reinstall Outlook Express.Open Control Panel>Folder
Options>View tab> "Show hidden files and folders" and uncheck "Hide
protected operating system files [recommended]". Also uncheck "Hide
extensions for known file types"

Next open Windows Explorer and go to the
C:\Windows\Inf folder. Locate the msoe50.inf file, right-click it and
select install.

[XP CD is needed/find where I386 folder/servicepacfile folder
is located on the hard drive]
