Outlook Express Message Import Issues

[Kayes]

Have been having issues importing a message archive that I
made before having to completely reinstall my OS into
Outlook Express 6. The error that I seem to get
religiously is "No messages can be found in this folder or
another application is running that has the required files
open. Please select another folder or try closing
applications that may have files open." Was wondering if
you could possibly help with this as I've tried for about
two weeks now to correct this problem on my own to no
avail.
