Outlook Express Mail Pane

I am using Office 2003 with MS Outlook and when in the MAIL PANE I
move folders from the "All Mail Folders" to the "Favorite Folders" the
folder I moved to the favorite folders revert back to the All Mail
Folders after I close and reopen MS Outlook.

As I recall I was able to do this until recently I reformatted my HD
and reinstalled all programs. I did try repairing by reinstalling
Office 2003.

In the subject I meant MS Outlook not Outlook Express.
